Law enforcement and the media conflict when a decorated police detective investigating a murder scene teams up with a fire department investigator to catch two serial killers who videotape their own crimes. They plan to offer the tape to the highest bidding journalist. The MPAA rates this film "R" for strong violence, language, and sexuality. Strong language is used throughout the film. It also contains several scenes of people being murdered with a knife. The murder is videotaped as the victims fight for their lives. Another scene shows charred bodies discovered in the aftermath of an apartment fire. Two people are trapped in a rigged explosion and barely escape the fire. Two men start a fight in a restaurant. Weapons used throughout the movie are handguns, shotguns and a kitchen knife. One series of scenes shows a prostitute with full frontal nudity. The encounter turns violent and she is stabbed to death in a violent sequence of scenes. A police officer attempts to use brute force to obtain a confession. A journalist airs a video that shows a police officer being murdered. A main character chews up and swallows painkillers and chases them with beer. Several of the main characters smoke cigarettes.
